Mount Pleasant Resident Lookup Records
A responsible resident lookup begins by matching the question to the record. The Town and County do not publish one universal list of current residents. Property sources establish an ownership or parcel relationship. Court systems index a role in a case. Genealogy records preserve a historical family event under access rules. Keeping those roles separate is the best protection against confusing a same-name result with a confirmed person.
| Record | What It Confirms | Where | Access |
|---|---|---|---|
| Assessment roll and GIS parcel | Owner of record, situs, and owner mailing fields | Town Assessor and County GIS | Roll PDFs and office public computer |
| Voter registration | A person’s own registration or polling information | New York Voter Lookup | Lawful election purpose only |
| Civil Supreme case index | Party role, filing year, and case lead | WebCivil Supreme | Free index; file from clerk |
| Probate proceeding | Decedent, fiduciary, heir, or attorney role | WebSurrogate | Free search; image limits apply |
| Genealogy record | Historical relationship or vital event | Town Clerk genealogy route | Known-deceased and age rules |
| Professional license | License details and published business information | New York DOS Licensee Search | Free name and location fields |
Start with the narrowest source. An address question may begin with a parcel and date, while a probate question begins with the court index. A license or business address does not become a home address, and an owner mailing field does not prove occupancy.
Mount Pleasant Resident Record Roles
One person can appear in several systems for unrelated reasons. A property roll may name an owner, trust, or entity. A tax bill can identify a payer. A court index may list a plaintiff, defendant, fiduciary, heir, attorney, or other party. A dated historical directory can associate a household with a printed place. Each is evidence of its own limited relationship, not a shortcut to a present residence.
- Owner of record
- The person or entity named on an assessment roll or deed. The owner mailing address may be outside the parcel.
- Voter
- A registered person connected to an election record, subject to statutory purpose limits and confidentiality rules.
- Court party or heir
- A participant in a proceeding. A case role and date do not establish where the person lived.
- Licensee
- A person or business connected with a State license. The published business address is not a residence.
- Historical directory entry
- A publisher’s dated household or place association, with coverage and omission limits.
For a same-name problem, preserve the full name variant, record date, jurisdiction, address type, and role. Then compare a second independent record family. That may mean a dated parcel record plus a case role, or a historical directory entry plus an obituary or probate index.
Mount Pleasant WebCivil Record Checks
WebCivil Supreme is a party search for civil Supreme Court cases, not a universal court search. It does not replace the Mount Pleasant Justice Court, village justice matters, Family Court, criminal records, sealed matters, or federal proceedings. Limit court and year when those details are known. A result is an index lead: keep the party role, filing year, court, and status, then ask the clerk or County Clerk for the underlying record when a complete or certified document is needed.
| Field | How WebCivil Uses It |
|---|---|
| Index Number | Optional text field when an index number is known. |
| Name and Attorney Name | Optional text fields for a party or attorney search. |
| Justice Name | Optional text field; the portal recommends first and last name. |
| Role | Optional Plaintiff/Petitioner, Defendant/Respondent, Other Roles, or All Roles. |
| Court(s) and Year of Filing | Optional multi-select court and optional year filter. |
| Case Status and Future Appearances | Optional Open or All status and Yes or No future-appearance filters. |
| Sort By and Output | Optional sort control and HTML or PDF output. |
A documented WebCivil result inventory includes the searched name and role options, index number and filing-year placement, case type or status context, future-appearance filter, and HTML or PDF output. Document Search and eTrack links are also advertised. Exact result columns and image availability depend on a submitted query and were not exposed in the source inspection. Do not invent a result or treat a match as proof of a Mount Pleasant address.
Mount Pleasant Probate Lookup Access
WebSurrogate is free and offers Name Search, File Search, Old Index, Index Book Pages, and Will Search. Its name-search form requires a Court and a Last Name or Organization with at least two characters. First Name, Exact Match, and Date of Death From and To are optional. A two- or three-character search follows the portal’s exact-match behavior; four or more characters can use its fuzzy behavior.
Westchester files from 2008 forward are searchable under the Court’s notice. Documents filed on or after February 19, 2014 can be viewed online when otherwise unrestricted; older unrestricted documents are available at public computers, and older complete files may remain in courthouse paper or microfilm. A probate record can identify a decedent, fiduciary, distributee, heir, attorney, or proceeding address. Those are case roles, not a current resident determination.
The Westchester County Law Library supplies public terminals and microfiche when an online image is unavailable. The Mount Pleasant Justice Court is at One Town Hall Plaza, Valhalla, 914-742-2324, for local matters that do not enter a statewide Supreme Court index.
Verifying Mount Pleasant Resident Records
Use a two-source check rather than trying to create a full profile from a single name hit. The goal is to confirm a limited record fact, such as whether the same person appears in a dated parcel record and a properly identified court or archival record. When sources differ, preserve the difference. It may reflect owner versus occupant, mailing address versus situs, Town versus village jurisdiction, or the date a record was created rather than the date of an event.
- Write down the exact name, variant spelling, date range, and record question before searching.
- If an address is already known, check the County GIS and the appropriate Town assessment roll for the parcel, owner field, situs, and date. Treat an owner result as ownership evidence only.
- Search the court index or another person-specific source with the name variant, and retain the role, court, filing year, and status.
- Compare the dates and locality. Use a historical directory, newspaper, obituary, deed, or probate source when the question concerns an earlier household.
- Request an official copy from the custodian only when the record, eligibility rules, and needed level of certification support the request.
- Docket
- The court’s record of a case and its filings or events. A docket entry points to a proceeding, not a residence.
- Index versus image
- An index helps locate a record. An image is the scanned document, which may be unavailable, restricted, or not certified.
- Certified copy
- A custodian-issued copy bearing the certification required for the purpose at hand. A web image is not automatically certified.
Mount Pleasant Voter Lookup Limits
The official New York Voter Lookup asks for County, Last Name, First Name, Date of Birth, ZIP Code, and address information, with mandatory fields marked by the form. It is designed for a person’s registration and polling information, not for assembling a resident roster. Cookies and JavaScript are required. The inspected source did not expose dynamic address labels, a nonmatch message, or result columns without submitting a personal query.
Election Law §3-103(5) limits voter-registration information to election purposes. A voter-file request also requires an elections-purpose statement. Election Law §3-220 excludes DMV license or non-driver information, Social Security information, and facsimile numbers from release. Confidential-voter rules can suppress or substitute an address. A no-result, inactive registration, or alternate address is not an invitation to infer protected information.
Note: Use voter information only for the stated civic purpose and keep it separate from parcel or court research.
Mount Pleasant Genealogy Record Checks
The Town Clerk is the local registrar for births and deaths occurring within the Town or at Westchester Medical Center and for marriages licensed by the Town. Its genealogical service is for known-deceased people, not a current resident lookup. Birth records require 75 years, death records 50 years, and marriage records 50 years with both parties deceased. A direct-line descendant may use the waiver with proof of relationship and death.
The Town’s fee is $22 for the first record, including a three-year search and an uncertified copy or a no-record response, plus $10 for an additional copy. Submit the genealogy form to the Town Clerk, 1 Town Hall Plaza, Valhalla, NY 10595, 914-742-2312. The New York State Department of Health genealogy route uses the same 75/50/50 framework, starts at $22, and warns that processing can take eight months or longer.
Use the Town or State form to document a historical relationship where eligible. A vital record request does not authorize a search for current contact information, and certified-copy eligibility is more restrictive.
Mount Pleasant FOIL Record Requests
New York’s Freedom of Information Law is Public Officers Law Article 6. When an identifiable Town record is not available through the normal office or portal, send a focused request to the Town FOIL route managed by the Town Clerk. Describe the record, date span, department, and any address, parcel, or program identifier. General Town requests go to the Clerk; Police uses a separate route, and court files follow court procedures rather than a general FOIL request.
The Town says it acknowledges a request within five days and may take up to 20 days after acknowledgment to research or provide records. The usual New York fee is 25 cents for a letter-size copy. Privacy, sealed-record, and other exemptions can limit or redact a response. County land records belong with the Westchester County Clerk’s Land Records Division, 110 Dr. Martin Luther King Jr. Boulevard, White Plains, 914-995-3075.
Mount Pleasant E-News Privacy Ruling
Agency possession is not the same as public release. On February 19, 2026, the Court of Appeals decided Matter of Russell v Town of Mount Pleasant. The Court upheld the Town’s withholding of E-News subscriber names and email addresses under FOIL’s privacy protection. The opinion found weighty privacy interests and no public interest supporting disclosure, and it recognized cybersecurity and public-engagement concerns.
This local ruling corrects a common myth about resident records: an agency-held contact list is not automatically a publishable directory. It is also a reason to use a custodian’s request process, accept a lawful no-result, and avoid treating contact data as an invitation for unsolicited outreach.
Mount Pleasant Resident Lookup Limits
New York’s Address Confidentiality Program protects eligible participants with a substitute address and mail forwarding under Executive Law §108. Actual addresses remain confidential through the program’s statutory process. Sealed or restricted court files, WebSurrogate CPI material, adoption and vital-record limits, confidential voter procedures, and the federal Driver’s Privacy Protection Act also create real stop points. An official no-result can therefore be accurate without proving that a person is absent from Mount Pleasant.
Lawful use. Use Mount Pleasant resident records for personal, lawful research and respect every protected address or restricted file. Do not use a name, address, or record trail to stalk, harass, intimidate, or repeatedly contact anyone.
For a correction, contact the original custodian, such as the Town Clerk, Assessor, County Clerk, Board of Elections, court clerk, archive, or license agency. A record date, source, role, and jurisdiction should remain with every note so a later researcher can see exactly what was confirmed.
